As long as you are a fan of action I think you can envisage its direction - you recreate shots seen in your favourite action films etc. For example tarantino recreating the old kung fu films.
Does anyone think that people that aren't action Directors direct action better?
Obviously come action Directors (Renny Harlin, Mike Bay) are not that good, but there are some (Luc Besson for example) who handle it differently.
And look at Tarantino. His first stab at directing PROPER action and he seems to be pretty good at it.
Didn't think the fight scenes in Gangs Of New York were that amazing (they just seemed to open the lens to give a kinda' blurred effect, correct?)
I think I would direct action to be shit. I also think I would direct dialogie scenes shit.

Assuming by "action" you don't mean just "gun play" then personnally I don't think anyone can beat Spielberg - he is the MAN. Jurassic Park anyone? (even the mediocre sequel had some classic moments) Add to that Jaws, Minority Report, Indiana Jones (x3), Saving Private Ryan. the list is looooong.
